Payments

All customers connected to the City of Hume’s water and sewer services shall make payments to the city by 10th of the month by 12:00 pm by mail, in person at City Hall, or by the drop box at City Hall. If not paid by this time, a late fee of 10% will be added to the account balance. In the event that the 10th falls on a Saturday, Sunday, or City of Hume recognized holiday, the fees will be applied on the following business day at 12:00 pm.
All checks returned to the City of Hume due to insufficient funds will be charged a $25 insufficient funds check fee. Said fee will be charged to the customer account and will be require to be paid within three business days, along with all customer utility charges currently due, including any late fees, to avoid utility disconnect and a disconnect service fee.
In addition to paying your bill by check or cash, the City of Hume now offers online bill payment with a credit/debit card for your utility payments. The same deadline of the 10th of the month by 12:00 pm applies to online payments. The fee associated with this service is charged by the payment provider (UtiliPay), not the City of Hume. Fees are as follows:
- $2 for transactions up to $50
- 4% for transactions over $50

Utility Disconnection and Reconnection

If a payment is not made in full by 12:00 pm on the 20th of the billed month, water and sewer services will be disconnected and a disconnection fee of $50 will be applied to the account. In the event that the 10th falls on a Saturday, Sunday, or City of Hume recognized holiday, the fees will be applied on the following business day at 12:00 pm.
All reconnections of utility services will only occur after the account balance is paid in full.
Utility Payment Extensions

All customers are given one utility bill payment extension within a twelve (12) month period if a request is filled out and returned to the City Clerk before the shutoff date and time. Any customer granted a payment extension shall be subject to all applicable late fees. Payment for said extension must be made by the 10th of the following month at 12:00 pm to avoid shutoff. In the event that the 10th falls on a Saturday, Sunday, or City of Hume recognized holiday, the fees will be applied on the following business day at 12:00 pm. If shutoff occurs, said customer will also be charged the reconnect fee to have service restored.
Sewer Credit Due to Water Leak

All customers connected to the City of Hume’s utilities are hereby given one sewer credit within a twelve (12) month period if due to a verified water leak. All customers must notify City Hall if there is a suspected water leak in order to obtain a credit. The city’s maintenance operator will be dispatched to verify that there is an actual leak. The sewer credit may extend over two consecutive months, at the city’s discretion, depending on the timing of the verified water leak and repair in relation to the city’s monthly meter reading and billing cycle and verified repair. Any sewer credit will be given by calculating the average customers usage within a prior 12 month period. A stable 12 month period will be used in the calculation, that is, outlier months may be disregarded at the city council’s discretion.
Water Credit Due to Water Leak

Customer will be charged for their water consumption for the credit portion at one-half the base rate for the first 1,000 gallons of consumption (that is, one-half the City’s minimum monthly water charge).
Swimming Pool Sewer Credit

All customers connected to the City of Hume’s utilities are hereby given one water credit within a twelve (12) month period if. The sewer credit will be calculated off of actual gallons used to fill the swimming pool. All customers must notify the City Clerk before filling any swimming pool for which a sewer credit is being sought. Customers will be required to obtain a water meter to hook up to a customer provided hose which will be performed by the Maintenance Operator for the City to read the gallons used. In addition, the Customer will sign a work order with the initial meter read, meter number and date. The meter must be returned within two business day. Failure to return the meter within the specified time frame will result in no swimming pool sewer credit given to the customer. Furthermore, the Customer will be charged to replace the unreturned meter at current market value.
Other Credits
Applicable Ordinance(s): #030215
All customers are responsible for their water consumption and management, regardless of activity. As such, there will be no other credits allowed other than specified in sections 2-4 (swimming pool, sewer, and water credits) of ordinance #030215. Customers may, at their personal cost, install an additional meter(s) to manage and alleviate the sewer portion only of their utility bill. Any and all additional meters to be installed must be brought before and approved by the City Council prior to installation.
Water and Sewer Rates
Consumer Rates
- Base water rate of $19.00 for up to 1,000 gallons, plus $12.80 per 1000 gallons for 1,001 gallons and up.
- Base Residential sewer rate of $48.50 for up to 2,000 gallons, plus $5.50 per 1,000 gallons for the next 3,000 gallons (up to 5,000 gallons total), plus $6.50 per 1,000 gallons for the next 3,000 gallons (up to 8,000 gallons total), plus $7.50 per 1,000 gallons for the next 2,000 gallons (up to 10,000 gallons total), plus $8.50 per 1,000 gallons for 10,001 gallons and up.
- Base non-residential sewer rate of $45.00 for up to 2,000 gallons, plus $4.23 per 1,000 gallons for the next 3,000 gallons (up to 5,000 gallons total), plus $5.23 per 1,000 gallons for the next 3,000 gallons (up to 8,000 gallons total), plus $6.23 per 1,000 gallons for the next 2,000 gallons (up to 10,000 gallons total), plus $7.23 per 1,000 gallons for 10,001 gallons and up.
- All base rates shall be per billable water meter/customer.
School Sewer Rates
- Flat Base of $85.32
Tank and Bulk Sales Rates
- The base rate is $27.30 for up to 1,000 gallons, plus $1.28 per 100 gallons for 1,001 gallons and up. A tax of 7.725% is added to the total amount.
Restricted Materials in Sewer System

The user of each premise receiving sewer service shall be held responsible for the proper use of the System. No grease, petroleum products, milk, whey, paints, acids, chemicals, metals, animal wastes, food products, or other materials detrimental to the Treatment Facilities and process shall be discharged into the system.
Any user which discharges any toxic pollutants which cause an increase in the cost of managing the effluent or sludge from the City’s System, or any water user which discharges any substances which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, or replacement of the system, shall pay for such increased costs. The charge to each such user shall be as determined by the treatment plant operator and approved by the City Council.
